In this article, we will explain what a CIA file is, whether PictoChat actually exists as a native 3DS title, and how to install the best alternatives (including the original DS BIOS) onto your modern handheld.
Step 1: Insert your 3DS SD card into your PC.
Step 2: Locate the cias folder on the root of the SD card. If it doesn't exist, create one named cias.
Step 3: Copy the Pictochat.cia file into the cias folder.
Step 4: Eject the SD card and insert it back into your 3DS.
Step 5: Boot your 3DS while holding the Start button to launch GodMode9 (or just launch FBI from the homebrew launcher).
Step 6: Navigate to SD -> cias.
Step 7: Select the Pictochat.cia file.
Step 8: Choose "Install and Delete CIA" (to save space).
Step 9: Wait for the progress bar. It should take about 3 seconds.
